What's Suna?
Suna is located in the southern most bounds of the ninja world, protected on all sides by the tremendous dunes, and almost constant spinning winds. Protected from the elements by massive walls thousands of feet thick, and constantly being patrolled inside and out, Suna is probably the most anti-social of all the villages. Even though it obviously requires constant trading and communication with the other villages, Suna tends to open trade deals during two month sometime in the year, then completely isolates itself for the rest of the year.
As a result, the people of Suna aren't exactly the best at handling foreigners. They aren't what one would call militaristic, like Iwa, nor would you say they are harsh, like Kiri. Moreso, the way Suna handles things isn't exactly your typical government's choice. The Kage is viewed as the essential leader, not exactly a pharaoh, but still someone high up their, his rivals only being the counsel of advisors who handle the daily proceedings in his stead. Still, for the most part, what the Kazekage says, goes. As a result, a lot of capitalistic punishment occurs. A death for a death, an eye for an eye, except for maybe those who the present Kazekage likes more.
